Position Summary
The Payroll Manager is responsible for overseeing and managing the full-cycle payroll function to ensure accurate, timely, and compliant payroll processing. This role leads payroll operations, ensures compliance with federal, state, local, and union regulations, supports audits and reporting, and serves as a key resource for payroll-related questions. The ideal candidate is highly detail-oriented, analytical, and experienced in managing union payroll environments.
Key Responsibilities
- Oversee and process full-cycle payroll for hourly, salaried, and union employees
- Ensure compliance with federal, state, local, and union payroll agreements, laws, and regulations
- Interpret and apply union contracts, wage scales, overtime rules, and benefit contributions
- Manage payroll tax filings, reporting, and reconciliations
- Review payroll registers, deductions, garnishments, and benefits deductions for accuracy
- Maintain and reconcile payroll general ledger accounts
- Coordinate with HR and Finance on new hires, terminations, compensation changes, and benefits
- Respond to employee and union-related payroll inquiries and resolve discrepancies
- Prepare payroll-related reports for management, unions, and auditors
- Support payroll audits and year-end reporting, including W-2s and other tax forms
- Maintain payroll systems, procedures, and documentation
- Identify opportunities to improve payroll processes, controls, and efficiency
- Ensure confidentiality and security of payroll data
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field preferred
- 5+ years of payroll experience, including full-cycle payroll processing
- Must have hands-on experience processing union payroll and working with collective bargaining agreements
- Strong knowledge of payroll taxes, wage and hour laws, and compliance requirements
- Experience managing payroll for multi-employee organizations
- Proficiency with payroll systems and Microsoft Excel
- Strong attention to detail, organization, and problem-solving skills
- Ability to work independently, manage deadlines, and handle sensitive information
